Located south of Tianfu Avenue, Chengdu’s central axis, the project treats the planning hall as part of the existing wetland terrain rather than as an isolated civic object. Its low, lightly perched presence allows the architecture to sit within the surrounding forests, waterways and rolling landscape, establishing a recognizable public landmark through integration with nature.
